My aim in writing this book is to reflect on a specific participatory management experiment in the public service. Whether all of this is illusory or offers reason to hope, only time will tell. What I propose to do here is simply share with the largest number of public servants possible my vision of public service administration which, despite the vicissitudes of socio- cultural bottlenecks, may turn out to be a high point of my tenure at the State Treasury. Without being a case study—but why not?—the experiment described here, but also many similar efforts elsewhere, could enrich current debates and analyses regarding the improvement of performance and quality in African organizations.
